Eventual residential progress at Cabrini-Green

Three new housing developments in are in the works at the former Cabrini-Green site, and the Chicago Housing Authority (CHA) recently advanced plans for two of them: a complex on the corner of Larrabee Street and Clybourn Avenue and Parkside Phase 5, a part of the mixed-income master plan Parkside of Old Town.

Meanwhile, the third development is expected to start construction next year; located on the corner of Oak and Larrabee streets, it’s set to include 78 apartment units.

Parkside Phase 5 was approved by the CHA on July 18. Once completed, it will include 99 apartment units across four buildings located at 1101-1129 N. Cambridge Ave., 1100-1128 N. Cleveland Ave., 500-520 W. Hobbie St. and 558-576 W. Elm St. Three of those buildings will be three-story walk-ups and one will be an eight-story mid-rise.

Of those 90 units, 30 will be reserved for CHA residents, 28 will be affordable and 34 will be offered at market rate. Thirty-five of the units will offer either three- or four-bedroom options.

This latest phase in Parkside of Old Town is a joint venture between Holsten Real Estate Development Corporation and the Cabrini Green Local Advisory Council Development Corporation.

In addition to Parkside Phase 5, two other Chicago developments were approved by the CHA on July 18: a 650-unit mixed-income community development in Garfield Ridge and a 75-unit development in Lawndale.

The following day, the Chicago Housing Authority filed a zoning application for the Clybourn and Larabee development which outlines 560 units on a 6.9-acre plot of land. But, as reported by Block Club Chicago, Chicago Housing Authority spokesperson Karen Vaughan said the size may expand depending on financing and demand.

Hunt Development Group and Pennrose were named as the developers in 2017, but a lack of funds has slowed progress on the project. Now, Vaughan says construction could start in 2025 if the Chicago Housing Authority receives Low Income Housing Tax Credits.

According to the project application, it will encompass both duplexes and larger apartment buildings, none exceeding 10 stories. Construction will unfold in phases. The first phase is set to include 100 public housing units, 75 affordable units and 75 market-rate units as well as retail in the base of the first building.
